it can, it is generally for absorbing torque energy, ans somewhat making the crankshaft spin evenly. if it is damaged or installed improperly it can make noises. (or it could be the crankshaft spinning imbalanced) this can be a serious problem if you dont fix it, the crankshaft can break. i would get this checked ASAP.
